Returning resident Jamaica concessions let you bring home your household and personal effects and your tools of trade free of customs duty. They do not cover everything. Motor vehicles, commercial quantities and some regulated items still attract duty or need permits. Here is what qualifies, what doesn’t, and how to claim.
Who qualifies for concessions?
You may qualify if you are:
- a Jamaican national aged 18 or over who has lived abroad for the last 3 consecutive years and is returning to live permanently;
- a Jamaican student aged 18 or over who studied abroad for more than 1 year but less than 3 years (limited concessions);
- the non-Jamaican spouse of a qualifying returning resident.
A husband and wife returning together, or within 3 years of each other, count as one family and receive one concession.
What is duty-free
| Item | Concession |
|---|---|
| Personal effects (clothing, toiletries, personal items) | Duty-free |
| Household effects (furniture, appliances, new or used) | Duty-free in reasonable quantities |
| Tools of trade used in your profession | Duty-free |
“Reasonable quantity” means what one household would normally use. Customs decides at your interview, so a full set of furniture is fine; ten identical fridges are not.
What still attracts customs duty Jamaica charges
- Motor vehicles. Returning residents get no duty concession on cars or light commercial vehicles. You also need a Trade Board permit before shipping.
- Commercial quantities. Goods in amounts that suggest resale are dutiable.
- Items beyond reasonable household use. Extra appliances or electronics may be assessed.
- Pets and plants. Not dutiable by default, but each needs a Ministry of Agriculture import permit before it arrives.
How to claim your concession
- Register and book your appointment through the Jamaica Customs online returning residents application.
- Gather your documents: passport, Jamaica returning resident TRN, validated bill of lading or airway bill, tax returns for the last 3 years with transcript, employer separation or retirement letter, and proof of a local address.
- Attend your interview at the Returning Residents Unit in Kingston or Montego Bay. Concessions are granted only after this interview, never before you arrive.
- Complete the Jamaica customs form for unaccompanied baggage (C27) and declare every item.
- Claim within 6 months of approval. The concession can be used only once.
